First homes handed over in City's Edward Avenue project

The City of Cape Town’s Human Settlements Directorate has handed over the first 22 homes to beneficiaries and their families at the Edward Avenue Breaking New Ground (BNG) housing project, marking an important milestone in the delivery of this development.
The Edward Avenue project comprises a total of 124 housing units and forms part of the City’s ongoing housing delivery programme. The handover represents the first phase of occupation at the site, with further homes to be completed and handed over on a phased basis. Construction is expected to be completed by June 2026, subject to construction conditions.
Mayoral Committee Member for Human Settlements, Councillor Carl Pophaim, said the handover reflects progress achieved through sustained effort despite challenges.
‘This handover marks a significant step forward for the Edward Avenue project and the families who are now able to move into their homes. The project experienced delays linked to gang violence, extortion and criminal activity, which affected the safety of construction teams on site. In response, the City implemented additional interventions to reduce risks and limit further delays.’
Councillor Pophaim added that delivery at Edward Avenue will continue as construction progresses.
‘Over the coming weeks and months, we will continue handing over homes to the remaining approved beneficiaries. The City remains committed to completing this project and to advancing housing delivery across the metro. We thank the Ottery community, Human Settlements officials and all project partners for their cooperation in reaching this milestone.’
Beneficiaries of City housing projects are selected in accordance with the City's Housing Allocation Policy and Housing Needs Register to ensure housing opportunities are made available in a fair and transparent manner that prevents queue jumping and to those who qualify for housing as per the South African legislation.
